David C. Miller wins City, County and Local Government Law Section’s Ralph A. Marsicano Award

David C. Miller receiving the City, County, and Local Government Law Section’s 2024 Ralph A. Marsicano Award for a lifetime of “significant and outstanding contributions” to the development of local government law in Florida.

David C. Miller of Miami was named the 2024 Ralph A. Marsicano Award honoree.

The Ralph A. Marsicano Award is the most prestigious and respected lifetime achievement award presented by the Bar’s City, County, and Local Government Law (CCLGL) Section and is presented to a Florida Bar member who has made “significant and outstanding contributions” to the development of local government law in Florida.

“It is difficult to describe how honored I am to be selected as the 2024 Ralph A. Marsicano Award winner,” said Miller, who practices with Bryant Miller Olive. “I am grateful to have had the opportunity to work with the finest local government attorneys in Florida. I will forever treasure the memory of this moment.”

Miller, a past chair of the CCLGL Section and board-certified in Labor and Employment Law, has practiced for over 25 years, representing many jurisdictions throughout Florida, with a focus on local government law generally and labor and employment law specifically.

“David is an exceptional choice for the Ralph A. Marsicano Award,” said JoLinda Herring, Bryant Miller Olive’s CEO and managing shareholder. “Serving the section, BMO, and local governments throughout Florida, he has made innumerable contributions to the development of Florida local government law.”

Marsicano was considered the “dean of U.S. city attorneys,” serving 28 years as Tampa City Attorney and over 30 years as general counsel for Florida League of Cities. He was one of the principal authors of the local government article of the 1968 Florida Constitution.

The award was presented at the CCLGL Section’s 47th Annual Local Government Law in Florida Conference in Palm Coast. Miller was also a speaker at the conference, where he presented “Shifting Sands: In Florida, DEI at Work and Elsewhere Is No Walk on the Beach.”

Miller was honored with the section’s H. Hamilton “Chip” Rice, Jr., Award in 2023 for serving the section with distinction in mentoring other local government lawyers, and the Paul S. Buchman Award in 2021 for outstanding contributions in legal public service. He is a four-time recipient of the section’s Chair Service Award.
